Jill Tripper took a deep drag on her cigarette and looked again over the immigration figures. Jayla had been more or less overlooked in the civil war so far; as a result, families had flocked to its only major seaport, state capital Port Prudence. As the head of what used to be called the Department for Citizen's Advice, control of the capital was largely up to her; the State Governor had been caught fleeing the independent southern border by local police with nothing but the clothes on his back, his Ŧ420,000 sports car, and a suitcase stuffed with non-sequential currencies; he had been shot on the spot.

Now she had the keys to the city, and more importantly, the codes to the coastal defences. Power, but responsibility. She exhaled. Let the morons have their war.

Things had developed. The military had splintered down the middle very early indeed. The battle lines had been drawn; for the most part the Old Country had raised the banner of the Protectorate, and New Nestia had united under the Republic. Quicksilver had operatives in all three States of the nation, and their numbers were growing, but both sides were stepping up their operations against the insurgents every day. Unconfirmed rumours said they were getting foreign backing; Bazalonia had been claimed to be supplying intelligence - more controversially, Sarzonia, whose First Fleet blockaded and contained the warzone, had been whispered to have been channelling funds and arms to the rebels.

Throughout Falcania's history, Jayla had been the black sheep of the nation. Everyone knew the stereotype; hippies, hicks, farmers. Land-lovers. Backwards little folk. Well, Jill didn't care. She was glad nobody thought Jayla important enough to include in this little war. She'd got to her position through sheer bloody-minded competence, her brief ministerial history loaded with centrist realpolitik. Her first act as the de facto ruler of Jayla had been to go through the State accounts. Her second had been to realise that the central government channelled 15 trillion talons into the law and order budget, and had a 2 trillion talon surplus. Her third had been to embezzle as much of it as possible and reinvest it in Jaylan security.

Tarrick's insane ordinances, shutting down airports, all but shutting down the seaports as well, massive alterations in the national budget, she was not going to have any of it. It was clear to her that this war would sink Falcania's economy - an economy that ranked in the top ten in the region. So this would be her second legacy. She opened trade routes overland, regulated the Lashton Checkpoint, securing contracts through independent ports in the neutral lands of Area 19.

She had militarised the police, retraining them for martial law, preparing them to fight off any invading army, Protectorate or Republican. Making it clear to Quicksilver they would have no quarter here; Jayla would not be accused of harbouring these rebels. They just wanted to be left alone.
