Operation Enduring Promise

To the outside forces, Valanora was as stable and without major problems as nations could be. Tobias Raynor knew better, knew that Valanora was beset with problems that needed to be addressed. Many of these problems had been present over the last several years, but the hosting of the World Cup again really brought them to the forefront of his priorities to address.

To that end, he had brought the Military Council to the Raynor Mansion, the leaders of the three respective branches of the armed forces there. They were nine in total, three from each of the branches, though the Navy constantly petitioned the Senate for additional spots on the council with the maintaining of the space faring Navy as well. It would be these nine men whom Tobias would entrust with his plan for moving Valanora forward once more and dealing with the problems he had seen during the past years.

As they each took their seat in the "situation room" within the mansion, Tobias stood at the head of the table, with a large map of the region as a whole as well as Arrosia displayed.

"Gentlemen, thank you for responding to my summons on such short notice. As you are all aware, our days of colonial expansionism have been hundreds of years, with Vyinta being the last of our acquisitions and the only one whom we have retained, through they have semi-autonomy. Despite this, it is my belief that the problems that trouble our nation can only be solved through a serious look at expanding our borders.

I have here in my hand a proposed expansion plan that I believe will serve our purposes. As you can tell, this expansion of our borders would add quite a substantial amount of land to the realm. It is this land that shall be the solution to our problems."

The secretary of the Navy decided to be the one among them to speak out. "And what pray tell are these problems we are looking to solve? This expansion right now looks to present more problems for my domain, with three different bodies of water to which to protect."

"Ah, yes, there would now be three coastlines. As you are undoubtedly aware, Capri provides a natural harbor for the mainland and a barrier island to prepare again ill weather and intentions. Yet it also acts as a bottleneck, making it easy to blockade our ports during time or war or economic strain. With new coastlines, we will be that much hard to choke off from the rest of the world, as well providing more beaches to attract foreign tourism, increasing our coffers ever more.

In addition to that, we would bring Vyinta into the realm as a whole, rather than just an off coast dependency. More importantly, it solves an issue that has been decades in the making, solving the Templara issue. They are anything but outcasts in our Commonwealth, but they are in need of their own lands again. It has been decades since their own country collapsed and they have been here in Valanora since, serving in roles that suit their strengths. They would not be the only ones to populate these new lands of ours, but it would be a driving force for it."

"And say we begin expanding through these lands, what would prevent our fellow regionmates from stepping in and halting our operations. This is all a very good plan you have, with the right perks, but if it would lead to a war itself, then I can not be certain that we can emerge victorious if certain elements decide against us."

"Leave that to me." Tobias was confident that the rest of the region would not care one iota about the Vanorian expansion. Even so, there was Starblaydia to contend with as well, a long term ally and friend of the Vanorian people. Yet Arrosia had been sparsely populated for decades and any calls against expansion would be hypocritical after Geisenfried's and Paripana's expansions in recent times.

"One last question before we commit to this plan, how long till we can have these areas be truly incorporated into the realm with the infrastructure that will be needed and communities that are growing and sustaining themselves?"

"Two to four years to get the infrastructure put into place, eight to twelve to see if the settlements are growing and being as prosperous as we hope. Yet with the right incentives, such as military bases, I have little doubt that prosperous settlements wont be popping up in our new lands."

"Very well, we accept your proposal and will begin preparations in the coming weeks. Make good on your promise of dealing with the potential interlopers, as well as the commercial needs to fund and support this plan."
