Siricvs sat at his desk, reading a message, the contents of it are below:

CODE
SUBJECT: Continental Land Possession
TO: Imperator Tiberivs Ivlivs Siricvs
FROM: Consvl Decivs Grattivs Hybridvs, Praetor Gaivs Falxivs Marivs, Qvaestor Marcvs Arrivs Helvivs, Legatvs Legionis Lvcivs Pvblicivs Tryanvs

Noting, that the land just NORTHWEST of Nojika on the main continent is of no social, economic, or military value,

Taking into consideration, that the land WEST of the Novvs Atlantean island on the main continent is also of no social, economic, or military value,

Assuming, it to be in the best interest of the people,

Proposing, to give up the two afore-mentioned land shares to either sell on the open market or private auction

Considering, construction of islands off the coast of the Novvs Atlantean main island to better please the people while keeping our borders off of the continent,

And noting the distinct lack of participation in the regional FORVMS,

We hereby recommend allowing a series of votes to determine amongst the people what is in their best interest.


"Hmm... Why did I not think of this? It shall be done!"

And so it was in that month of Julius (JULY) on the 13th day, that Imperator Siricvs had his Praetors come up with a series of votes to be passed on to the people that would determine what THEY wanted to do, the decision of the people would be the one the goverment would take.

As soon as his Praetors had written up the vote scheme, Siricvs had the scheme transmitted to every ballot company to integrate into their computer systems.

It would take at least a day before all the ballots in Novvs Atlantis were updated, especially for those in the Lusitania province, the western-most province and farthest away from the rest of the Federation.

The Imperator did worry about the citizens of Lusitania and Achaea, the two continental provinces. He tried to place himself in their shoes. But unfortunately he just couldn't see any reason for staying, if 95% of the population favored the surrender of those provinces then he would be fine... But that wasn't going to happen without promising the citizens of the two continental provinces some type of compensation.

"Money? Hmm... There are several hundred thousands of people in each of those provinces, and the Federation is already hard-pressed for cash as is..."

Siricvs thought a little harder...

"Ah ha! There will certaintly be a rush to the new islands for land, I shall grant all citizens of the Lusitania and Achaea provinces the first claim of land on the islands! They shall also be given the honor of naming the cities and the new provinces. Yes, I believe that shall suffice for them! We shall soon see."

Praetor Falxivs Marivs overheard the Imperator talking to himself (quite a common thing) and stepped inside the office.

"An excellent idea Siricvs, the people shall love you for this."

"Thank you Marivs, I have but one question however, what arethe main businesses that are being run in the Lusitania and Achaea provinces?"

"Farming."

"Farming? And just how much of the populace of those two regions are... farmers?"

"A little over 70%, sir."

"Hmm... The farming that goes on in those two provinces constitutes for what percentage of the total agricultural activity in Novvs Atlantis?"

"I believe it was 67%"

"... So... when we move out of these provinces we are going to be losing 67% of our agricultural capability? Did it ever once occur to you, or Consul Hybridvs, or most of all the Quaestor that such a drop would probably have detrimental effects on our economy and our food supplies?"

"Dear gods!"

And with that the Praetor ran off to cancel the new vote and to inform all ballot companies to pull the vote off their computers if they had already downloaded them.

Needless to say, this government screw-up would be remembered, for at least fifty years.

The Imperator sighed and looked over the letter he recieved again... "...no social, economic..."

"What the hell was the Quaestor thinking? Oh well, it matters not, time for a replacement I suppose. But, I think I'll continue construction of the new islands anyway, we could use the extra land mass."

President Lauir rolled hysterically across the floor, gasping for air between fits of laughter.

His aide was just about to send for the doctor, or psychiatrist, he hadn't decided which when the minister for foreign affairs asked the President what to do about the embarrassment of a close ally.

Adonis grinned and said, 'send them a card?'

"Something in the mailing system Siricvs, it's for you."

"What's this? Ahh... A card from Xile, how nice. Helvivs, my good friend, and trusted Quaestor, come, I have something to tell you."

"Yes, Imperator?"

"You're fired."

"Yes... yes... I understand Siricvs."

"Praetorians, help my good friend collect his belongings, then escort him out of the building, and give him a ride to the unemployment office."

Two Praetorians emerged from the shadows of the room and waited at the door. Helvivs sighed, slumped, and walked out.

"Alright, with that out of the way I can properly think. Consvl Aemilla Avrellia Lvcilla should fill his place perfectly. But what to do about these islands...? Hmm... Obviously the upcoming war, which shall be inevitable, will require my utmost attention and that of the legions..."

The Imperator presses a button on his desk.

"Ave, Praetor Marivs, come to my office quickly."

Several minutes later Siricvs heard a faint knock on his door.

"Come, come. We have much to discuss."

"I'm all ears."

"Good, about these islands. We'll need the legions at 100% strength for this war, we can't spare our auxillaries because they're all veteran, we'll need their speed to construct entrenchments and what not. I was thinking of postponing construction until after the war. Tell me what you think Praetor."

"I think we should recruit several auxillary legions from the natives on the continent. They have helped out those in the Provinces of Lvsitania and Achaea before when the cities were just getting started, after being named friends of the Federation, I'm sure their tribes wouldn't mind volunteering to help us even more, especially if they were granted citizenship and their job didn't put them at risk of seeing any combat."

"You're right... quite right... But the next question is where? Where shall we begin construction?"

"The northern seas are open and have plenty of room for construction, the other portions are either too crowded or the waters too rough, I say go with the northern area."

"Very good, I like the way you think, send messengers to all of the outlying tribes near the Lvsitania and Achaea provinces, and be sure that the messengers speak their language, I want this done with as much haste as possible. Ave, Praetor."

The Praetor tapped a few commands on his datapad, nodded to the Imperator,

"Ave."

And left.
