Introduction: Lhasea

Background: **Under construction** The Flag of Lhasea was designed at the Lhasean Convention for Unity and Peace in 1998 when the three most populous ethnic groups on the island agreed to put down their weapons and work together for peace and prosperity for the first time in decades of conflict. The two waves on the bottom represent the depths of history of the nation; starting out dark at the bottom, the next one lighter until the surface where the light yellow represents the new-found friendship of the top three groups. The three major groups are represented in the top-left as individual lines surrounded by a white circle, which is a promise, for a continuous, and reliable peace between them. The sun shines on the right, to symbolize the warmth of the island, and her inhabitants. **Under construction**

Government and Political Structure:

Official Name: Republic of Lhasea
Capital City: Mabalo
Government Type: Parliamentary Republic - has no written constitution; but through laws passed, and political precedent(s) which are, and have been set over time, are recognized by all branches of government. A law cannot be overturned without 3/4 legislature(s), and 2/3 judiciary approval.
Executive Branch: Consists of a Prime Minister who is chosen from the party that wins the highest percentage of the people’s vote. Term of office for the PM is four years, and he/she is limited to two terms. Should two parties tie in an election cycle, an instant-runoff vote will take place until a party becomes the clear victor.
Legislative Branch: National Assembly, a unicameral parliament, made up of 99 seats which are distributed on a model of proportional representation. Speaker of Parliament is appointed by the political party that holds majority in the Assembly.
Judicial Branch: The High Court, made up of 5 Justices who are nominated by the Prime Minister; they then require approval through the Parliament, and serve life terms. It is custom for each of the three major ethnic groups to be represented in the High Court.
Suffrage: Universal, minimum: 18 years of age.
