Quirrith Plague in Crystilakere

Location :: Eastern Crystilakere, Falcania, Quirrith

Problem ::

It is apparent that the recent unification of the Grand Duchy of Quirrith, just South of Falcania, has released an unforseen virus into the region. A preventative vaccine has been issued quietly throught Atlantian Oceania in supplies of milk, alcoholic bever... booze and in some parts, water supplies to avoid long queue situations.

The Virus ::

The Virus appears to be a non-mutating, but easily spread killer that acts unnoticed inside it's hosts until a violent, but brief period of hostility usually resulting in the cessation of existance of the host body. The virus has been dormant within the immune Quirrithian hosts, but unknown to the rest of the region until now.

The virus is not spread by contact or by air, however ingestion of goods or the inhalition of finite mucal molecules, such as those resulting from a sneeze, can spread the disease with little thwartation.

Due to its non-mutative nature, the one time vaccine is sufficient to prevent all inhabitants of Atlantian Oceania to ever become infected.

The Containment ::

Immediately on learning of the issue, VOIA and AORDO forces ensured that the preventative vaccine reached all corners of Atlantian Oceania, bar six nations who refused the injection of the vaccine without the knowledge of the public. Three of those nations can now be revealed as Crystilakere, Ryloss and The Lowland Clans. The other nations have not been revealed at this time to avoid any unecessary worry by the citizens of these nations at minimal risk.

The Issue ::

After spending the week on the former island of Diamindokere, a Crystilakerean yacht lost its bearings in a storm, and ended up on the coast of Quirrith. After docking and learning their bearings, the Crystialkere citizens departed Quirrith, but not before engaging in trade and interaction with the natives. On their way back from Quirrith, the yacht spent a night in port in Falcania before returning to Crystilakere.

It is believed that Nine (9) dockworkers from Falcania and one (1) doctor were exposed, either by sneeze or ingestion, to the Quirrith Plague. However, shortly after  they were identified, the ten (10) Falcanian's were removed from existence by an armed falcanian officer, quelling any potential spread of the plague in Falcania.

The same can not be said about the spread of the plague in Crystilakere. Only after confirmation of the spread of the plague throughout eastern Crystilakere, has the government of this nation accepted that the vaccine must be administered to its citizens. The heavily populated Western Coastal section of Crystilakere is believed to be fully vaccinated, but the rural eastern portion is believed to be widely infected, and mimimally vaccinated against.

Additionally, while most flights into and out of the exposed area have been grounded, it is believed that as many as seven (7) infected Crystilakere citizens were on a plane that already landed in the region of the un-vaccinated Lowland Clans. There are no current reports of outbreaks in that region, but it is being watched closely.

The Effect ::

The Following Diagram shows the reach of the exposure to the plague in Crystilakere. It is believed that the existence of life in the heavily infected areas will be a total loss, and civilization in that region as it is currently known will also cease to exist for the near future.

The Following diagram(s) show the potential risks to exposed portions of The Lowland Clans and Ryloss if these regions have already been infected before vaccination is issued.

The Quirrith Plague is a serious issue for the six un-vaccinated or already exposed nations in Atlantian Oceania, and, while the majority of regional inhabitants should remain unconcerned, the VOIA and AORDO may need to call on the assistance of the entire region to help restore, or clear as the case may be, a suitable living environment in those less fortunate regions.

Ritten Quirrith, governor of Quirrith, sighed at his mahogany desk. He had heard of the plague that was striking several parts of Atlantian Oceania. Imperatrix Fredrika also heard. Her order was harsh, but effective, and it had worked well in the pneumococis outbreak from Towcica in The Lexicon: No one would be allowed entrance or exit from Quirrith. Anyone caught sneaking in would be shot, and cargo workers on ships would be given the vaccine and a mask before entering any port.

Nations of Atlantian Oceania,

We feel that we alone are responsible for this plague, and we promise to send aid wherever it is needed.

"The vaccinations have been implemented, right?"

President Karla Buëlga knew there was no margin for error here. She had seen the news reports from Ryloss and Crystilakere, and, more worryingly, from the Lowland Clans, Bedistan's northern neighbor. The Quirrithian plague was apparently raging in the northeastern part of that nation, not far from Pedriana. And Buëlga doubted that even AORDO could make sure Pedriana was protected from the plague.

"Yes, Ms. President, they have."

"Good. And I want security forces at the northern border quadrupled. No trace of the Quirrithian plague is to enter this country by any means, understood?"

"Absolutely. All flights to and from Crystilakere, Ryloss, and the Lowland Clans have also been banned as a security measure until we can be certain the threat has passed."

"Excellent. I suppose I'll have to mention all this at the press conference today, too."

Ari Elisar leaned against the wall in the hallway outside the Prime Ministerial press room. Press Confrences genuinely sucked, particularly because the Deputy Prime Minister Meia Winter tends to carry on about this or that whenever she's allowed near a microphone. But hey, what can you expect from populists?

An assistant tried to adjust his snazzy red Prime-Ministerial sash before gently pushing him out in front of the press.

Standing, he looked at the teleprompters and began to speak.

"Today, the Casaran Government was made aware of a situation developing in the nations of Crystilakere and Quirrith.

The government has taken action to ban both travel and trade to the currently affected areas. As well, vaccine samples provided by AORDO and VOIA are being made available through several vectors. In Casari, we have diverted the budget to begin implimenting a mass-vaccination program through the nation's schools, hospitals, and police stations, where we expect to reach a level of over thirty million people a day vaccinated by the end of this week, and have over three-quarters of the population vaccinated within the next fifteen days. The program will include mandatory vaccination for all public service and hospital workers and school-age students along with other groups who have been designated as likely transmission vectors.

Along with these, the Military is being deployed to county borders and inter-county travel is being restricted to high-priority traffic only.

With any luck, we can avoid the plague reaching Casari in the first place. But until we can be confident that the Plague will not strike here, these restrictions must remain in effect."

Official Royal Federation Government Release To All Citizens of Geisenfried

Due to the recent outbreak of 'Quirrith Plague' in the eastern sectors of Atlantian Oceania, the Royal Federation government hearby issues the following procedures in order to quarantine the spread of the disease to our nation.

1.) All travel and trade to known areas of infection are hereby suspended. Any tickets for flights, cruises or any other forms of travel to these areas will be refunded by the government. In addition, travel to any area in Atlantian Oceania may be suddenly suspended as well if the country is not deemed not sufficiently protected from the 'Quirrith Plague'.

2.) The Royal Federation government will hereby be instituting a mandatory mass vaccination program throughout Geisenfried. An emergency expansion of the healthcare budget has been used to implement this program, and it is our hopes that the entire population will be vaccinated within the month.

It is our sincere hopes that these measures will help make sure that this is kept fully away from our nation.

Official response from the Chacoran government:
1) The Government has passed an emergency law banning all travel to and from The Lowland Clans and Crystilakere effective immediately, for an indefinite period of time.

2) The Government does not allow travel to and from Ryloss, as there are currently sanctions on Ryloss in Chacor. This should ensure there is no spread of the virus. A possible problem will be the border of Ryloss and Djacor-Rysonia, whose government has not taken any action. As we still consider Djacor-Rysonia a part of Chacor, and Chacoran border guards still guard the border, we do not forsee a problem.

3) As a precaution, passengers on all outbound flights out of Chacor's airports will be screened and isolated if need be. Flight cancellations will take place if necessary without notice.

The Prime Minister stood up before the crowd of journalist. he would have been the main attraction of the day of it was not for the plaque report he got from the delegates at the Crosaibi Council.

he took the his prepared speech and looked at the journalist directly.

"As you may know at this point, there have been reports of a large scale plaque in Eastern Crystilakere, Falcania and Quirrith. in response to these recently unclassified reports from Vilita, I would to first start this press conference by expressing my deepest condolences to the effected individuals. in light of these events, I have expressed my support to currently drafted laws in the parliament to ban all flights to and from Eastern Crystilakere, Falcania and Quirrith. The Hiiraanese government has banned all trade with the effected regions.

Currently, The government is planning a mass vaccination campagin to vaccinate every individual in Hiiraan with the provided vaccines from VOIA, however, children and elderly will be the first to get a piece of the vaccines.

Official statement of the Free Republic, spread via every available Lamonian media:

1. All travel from the Free Republic of Lamoni to the infected areas is hereby suspended by an emergency act of the Lamonian congress. The same applies to travel from the infected areas TO the Free Republic. Troops will be stationed at all major ports of entry to enforce this.

2. All foreign and Lamonian nationals entering the Free Republic will be screened for the 'Quirrith Plague'. The above Congressional emergency act authorizes Lamonian troops to use deadly force in order to maintain the isolation until such time as the entering nationals are shown to be free of the virus.

3. A mandatory mass vaccination plan is now in effect. The vaccine has been proven safe, and all hospitals and major medical centers shall be giving the vaccination. Lamonian residents shall receive instructions as to where and when to get their mandatory vaccination.

It is hoped that these emergency measures shall keep the Quirrith Plague out of the Free Republic, allowing all honest people within it's borders to live normal, healthy lives. Thank you.

"Is the vaccination programme complete?" Quaestor Kevan Fursifio stepped through the dark halls of the Inquisition headquarters, an Inquisitor following in his wake.

"We are actually ahead of schedule, my Lord," the Inquisitor flicked through a display pad, "due to our links with the VOIA and AORDO, our population was one of the first to begin the vaccination programme and, with our people's natural urges being to follow our lead, nearly eighty-five percent of the population is vaccinated with the remaining fifteen percent located in out-of-the-way areas, unlikely to see the virus before we can immunise them."

"And the military?"

"First on the list, my Lord. Every man and woman in the Starblaydi Armed Forces, the Police Forces and all AORDO personel from every member nation in Tabeck have been immunised."

"Operation Legacy?" Fursifio raised an eybrow.

"Proceeding as planned..."

In addition to mass quantities of the Quirrith Plague vaccine, Starblaydi officials had 'obtained' access to the virus itself. Inquisition scientists, in conjunction with their KERES colleagues and even a few scientists born in Atheistic Right, had been cultivating the plague in bathtub-sized vats, tubs full of a thick goo that was a perfect breeding ground fo rthe virus. Though all scientists had been immunized, they still worked under extreme-clean laboratory conditions, just in case the virus mutated. Thankfully, it hadn't, and the KERES agents were ready to weild their deadliest weapon yet.

Professor John Corm, representing the OptiDream Medical and Healthcare Corporation, would like to point out to all nations that there is currently no level of infection in Falcania due to the decisive actions of Constable Pip Naylor of the Royal Police Force, who at risk to his reputation and freedom decisively terminated the ten potential threats to the nation and wider region. As such it is totally unnecessary to impose sanctions upon travel to and from the Free Kingdom.

Benila Valens of the Foreign Office adds that travel and trade with the nation of Quirrith is already discouraged, and journeys to and from Crystilakere are virtually unheard of.

Right now is a testing time in Atlantian Oceania, there is a virus that I am sure ya'll no about from reading the newspapers that has spread through at least 4 countries and may get to many more countries. Right now we are working on giving the Kibbutzim, particularly the ones around our borders, a vaccination for the virus. We also know that similair forms of this virus have appeared in Mongols throughout the centuries and we believe that we can stop this virus."

Khazaronian Minister of Health, Andrew Insar, was pacing back and forth in his office, his eyes glued to the glowing screen of his computer as sweat trickled down his forehead. News had only just arrived at his office of the recent outbreak of plague in the region, more specifically in the eastern area. While fare removed from the shores of Khazaron, in an age of overnight flights across the world and instant information, one could never be sure of what would happen.

There came a knock on his door and his attention was broken. Taking a seat in his leather chair, his hands and arms shaking as they attempted to support his body on its way down to the seat, he leaned back and let himself relax for just a second. "Come in." he said, his voice sounding weary-ridden and faint like a whisper.

The door opened and in stepped his Sub-Minister in charge of Immunizations. "Well, I talked with the representatives from the VOIA and they said they can have the vaccine here in about a day or so. Due to the massive need for it, it will takes some time, but not long."

Andrew nodded at him. "Good, what about our quarintine measures?"

"In place, all we need now is the Patriarch's approval." replied the Sub-Minister.

"I just got off the phone with him a few minutes before you arrived and he authorised me to take whatever measures necessary to prevent the spread to Khazaronian ports and airports." said Andrew. "The said thing of it is, we had only just recently opened up relations with them, only now we are going to have to close off all contact until this thing blows over."

The Sub-Minister nodded. "What about our ambassador in the area?"

"They are being taken care of as we speak. On a related note, in addition to the prohibition against all travel and trade with Quirrith, we are adding the infected areas to this as well. Make sure to pass that along to the naval and airport authorities."

The Sub-Minister nodded and got up to leave. "Here's hoping this is the worst it will get." said Andrew as the Sub-Minister left the room.

Plainsville, Legal Republic, Allied States of the Lowland Clans

Gary Tilio loved the Plainsville. He had been there twice already on vacation over the summer. The rebuilding of the city after the Anarchy Conflict had allowed architects from all over the region to rebuild the future capital of the Legal Republic. He was a great fan of the Starblaydi architect Denizo, as well as Nedalia's Ulian Poropel, and both had several buildings in Plainsville. He was incredibly excited about being able to see them again, but this damn cough had come over him again. He had had it a little on the airplane. He was also very irritable with everyone, even the kind hotel staff. He felt bad about it all and the hotel staff were very kind. He sneezed again, covering his plate of food. 'Not again,' he grumbled. He called for room service to take the plate, and called the doctor to get some more pills.

Kelly had had a bad day. School had gone horribly, serious setbacks dealing with all of the papers and projects that were due recently. Now working here at the hotel in Plainsville, her boss was an ass, and most of the people staying here were. There wasn't much left for her to stay here, just the pay, which was higher than what she could earn in her hometown, Manchester. She sighed as she sneezed onto her hand, and wiped it on a loser coworker who had been trying to get into her pants. He glared at her, then walked away, back to work. She took the cart of room service she was crying and moved into the elevator. She laughed as the door closed, and life moved on.

Four days later: Over Bedistan, Orbital Command One

"The infection has spread with Plainsville at it's center. It's covered nearly the entire Republic, the death tolls are currently at 100,000 and it's getting difficult to maintain order. There has been a lot of trouble with anarchist gangs," said Republic Minister of Health and Human Services. His face was looked very concerned, even through the projection on the . "With the Collapse of the reformed Legalese, I'm worried about the inability of us to contain the spread of the virus. We've already managed to innoculate most of the populations to the south of the Legal Republic, and we've got a few scattered cases, but those areas have since been innoculated. But we're increasingly worried about the potential of an immune virus."

Kingsley sighed. His government was already under heavy fire, and with elections coming up in under a year, this was not a good sign. With renewed conflict in the Legal Republic and the invasion of Djacor-Rysonia and Chacor, and there wasn't anything he could about it. If the Republic collapsed and the virus mutated and spread, there was no way they would be able to contain the virus. Order needed to be established. "Very well, get me President Law and First Minister Popouvel. I want to begin deploying the 10th and 13th Army Groups into the Legal Republic and former Legalese to begin containment. Make sure that the 355th Medical Research Battalion is sent in as well, they need to be detatched for prolonged duty." Terrance MacLeod nodded in agreement. He was in Graham City overseeing the military call ups.

"What about Chacor?" he asked as the HHS Minister signed off. "I don't know. Call up the 3rd Republic Battle Group, and Admiral James. Get them sailing into international waters in the Crystilakere Channel. Get the SecHes here as well, I think we need to consider more direct options."

Ari Elisar strode into the cabinet meeting room quickly and sat down. "Alright. First, I'd like to go to Lisa, to hear the current state of the threat." He said, looking at Lisa Riea, the Populist Health Minister, on the other side of the table.

"The vaccination project is proceeding at the planned rate at the moment. As we had planned, emergency personnel, the armed forces, and people in high-risk areas listed at manditory are up to a 59 percent completion, and we're expected to break eighty tonight. There is, however, another problem."

Elisar shrugged. "Which is?"

Greg Stevenson spoke up from the side. "It's the Atlantian Lobster season. Opened a week ago. Some ships choose to offload at ports in the channel, as they're closer to the fishery."

"And none of these people are vaccinated."

Lisa nodded. "Exactly. There are over five-hundred ships out fishing at the moment. And we have reason to believe some are infected."

Ari sank back in his chair. "How many?"

"Garbled radio transmissions seem to indicate at least three. But in all honestly, we can't be sure. We're trying to work it out, but these are one hundred and fifty foot boats in more than a quarter million square miles of ocean. The navy is looking and calling for all it can to stay where they are, but we're missing more than half."

Greg sighed. "We don't know where they are, we don't know where they're going, and they might be carrying a deadly disease."

Ari looked at a map of the region hanging on the wall. "Could this get worse?"

"Yup. Casaran law has a manditory-assistance clause for ships at sea. So if one's in trouble because everyone's crawling with plague, any calls for help would attract others."

"Jesus." Ari rubbed his eyes. "How come this stuff always happens at once."
